Egypt Assumes INTOSAI Presidency from Brazil

Under the Patronage of President El-Sisi and Broad International Participation in Sharm El-Sheikh

Egypt, represented by the Central Auditing Organization (CAO), officially assumed the presidency of the International Organization of Supreme Audit Institutions (INTOSAI) for the next three years, succeeding Brazil. The handover took place during the opening of the 25th INCOSAI Congress held in Sharm El-Sheikh, under the patronage of President Abdel Fattah El-Sisi, and in the presence of Prime Minister Mostafa Madbouly, a number of ministers, senior officials, and representatives of audit institutions from around the world.

The opening session witnessed wide international participation from heads and representatives of supreme audit institutions, as well as regional organizations and global entities concerned with governance and public auditing—reflecting growing international confidence in Egypt’s leadership within the global auditing community.

In his address following the handover, Counselor Mohamed El-Faisal Youssef, President of the CAO, affirmed the organization’s commitment to INTOSAI’s mission of independence, integrity, and impartiality. He noted that modern auditing has evolved beyond post-action review to proactive foresight, becoming both a preventive and corrective tool—an essential partner in public decision-making and institutional reform.

El-Faisal emphasized that the CAO is fully aware of the current global economic challenges and the need for continuous development of public-audit tools, stating that “oversight today stands as a pillar of sustainable development, a driver of economic growth, and a measure of public-sector efficiency.”

This milestone crowns Egypt’s long-standing role in promoting transparency, integrity, and anti-corruption values within the international auditing community. Egypt’s new leadership of INTOSAI comes at a critical global juncture marked by economic transformations and recurring crises that require stronger cooperation and knowledge exchange among supreme audit institutions worldwide.

Egypt joined INTOSAI in 1963, and since then, the CAO has played a leading role within the organization. It serves as external auditor for several UN agencies, including the United Nations Industrial Development Organization (UNIDO) and the United Nations World Tourism Organization (UNWTO). Recently, Egypt also won the position of external auditor for the Food and Agriculture Organization (FAO) for a six-year term starting in 2026.

At both the regional and international levels, the CAO continues to play an active role in AFROSAI and ARABOSAI, through advanced capacity-building and professional-knowledge programs. It also chairs the Editorial Board of the African Journal, and continues to act as external auditor of the African Union, reflecting the growing recognition and trust enjoyed by Egypt’s supreme audit institution across the regional and global auditing landscape.
